TJ E-Brake Not working after brake job?

Just put new wheel cylinders, shoes (riveted HD monroes), and springs on my TJ Dana 44 rear. For some reason, the e-brake won't work now (and yes I checked to be sure I hooked everything up correctly). They are also adjusted properly (shoes and e-brake cable). I've read about similar problems on other forums where the drums ended up being the issue, even though the brakes worked great. Doesn't make much sense, I know. Anyone else experience anything like this? Thanks.

Adjusting the shoes doesn't seem to do anything E-Brake wise. There is tension on the e-brake lever when I pull it up and I know the shoes are moving because I pulled the lever with the drums off a few times and checked both sides. I'll have to play around with it a little more this weekend. May try and get my neighbor to check them out for me. He's been a GM mechanic for 20+ years. I'm sure he's ran into something like this before.
